- Standard HVAC New Construction Rebates: Equipment-only path

OPPD Express Energy Design Assistance (EDA)
Build Efficient From the Start
OPPD Express EDA provides simple, guided whole-building energy modeling using an online tool that estimates savings, incentives and design options.

OPPD Express EDA FAQs
Express EDA is designed for small to mid-sized commercial and industrial buildings. Projects must meet the following requirements:
- Participant must be a commercial or industrial project in OPPD’s service territory that will be or is presently an OPPD business customer (on a business rate and receiving an OPPD bill)
- Must exceed IECC 2018, resulting in at least 1 kW modeled demand reduction
- Building size 5,000–30,000 sq. ft. (ideal for offices, retail, warehouses, light manufacturing, etc.)
- New construction, major renovations or qualifying additions
- Renovations/additions must include at least two major efficiency system upgrades (HVAC, envelope, lighting, etc.)
- Must be in design phase; may be under construction if equipment has not been ordered
- Enrollment and pre-approval are required before final design documentation is completed
- $600/kW for modeled site demand reduction above IECC 2018
- $500 incentive for the Registered Architect (RA) or Professional Engineer (PE) responsible for submitting project documentation
Note: Incentives are paid following building/project completions and verification of installed measures.
Standard HVAC New Construction Rebates
Straightforward HVAC-Only Incentives
This path provides prescriptive rebates for eligible HVAC equipment installed in new construction—no whole-building modeling required.
Incentives
- Heat pumps: $50 per nominal ton (code compliant or better)
- Above code HVAC: Earn applicable high-efficiency equipment rebates
- Above code heat pumps qualify for $50/ton plus above code incentives
Important Information
Projects using this path cannot participate in OPPD Express EDA.
Best for: New construction projects focused on installing energy-efficient HVAC equipment only.
